Hannan died last week at age 98 and will be buried in religious ceremonies at St. Louis Cathedral on Thursday.
Jindal's order calls for the flags on state buildings to be lowered from sunrise to sunset the day of the funeral.
In the executive order, Jindal notes that Hannan was a chaplain for the 82nd Airborne where "he risked his life to minister to wounded soldiers," and later became the 11th archbishop of New Orleans. He served in that capacity for more than two decades.
"Archbishop Hannan helped comfort the people of Louisiana as they recovered from numerous storms," the order said. "He served as a voice for those (who) were less fortunate."
The order called Hannan "a servant of the people and his service to the New Orleans community and the state make it appropriate and fitting for the state of Louisiana to remember him, to mark his passing and to honor his memory."
